How to create Delhi Sovereign Value Fund

EXECUTIVE SUMMARY

Delhi Sovereign Value Fund, stated herein and Modeled conceptually on Norway’s oil fund, captures value not from finite physical resources, but from the perpetual flow of human intellect and intangible growth.

In this presentation I analyze how easy or hard for Delhi to create such a fund?

1. NIIF – BSWF: India’s primary state-anchored fund, the National Investment and Infrastructure Fund (NIIF), manages a corpus of over USD 4.4 billion (approx. INR 42,170+ crore). Meanwhile, India is also actively considering the launch of a new tentative state vehicle called the Bharat Sovereign Wealth Fund (BSWF), which targets a starting corpus of USD 50 billion.

Unlike BSWF the Delhi Sovereign Value Fund is a construct of 4 principles –
1. Adopt IBCM Ethical OS,
2. Value Enhancement DVR – Dark Value Reduction,
3. Royalty Redistribution: Royalties are triggered by the AVR Delta —the percentage of unlocked value when an entity moves from 2/5 to 5/5 coherence.
4. Societal Value Redistribution (SVR): Royalties finance state welfare and innovation, converting enterprise growth into societal prosperity.

2. GOI ~ States Collaboration: When we look at the collaboration between the central and state governments there are excellent mechanisms and platforms, with Administrative and Financial Integration. Whereas I don’t see such intense relationship between Industry and governments. Industry choosing freedom of enterprise is left to fend for themselves. Regulatory authorities are in place as fire engine to report and initiate actions after the disaster.

3. GoI – States – Industry Collaboration: – Delhi Sovereign Value Fund is designed to collaborate with the industry clusters to transform into valuation clusters that warrants NCT Delhi to identify companies from start-ups to matured corporate life cycle companies to i. Implement DVR – Dark Value Reduction, then go for ii. AVR Delta – Accelerated Value Return.

4. Industry – Dark Value Creators: Who failed VW, Corporate Governance or Management Quality?, a series of articles I posted on: i. VW [22 October 2015] 3-papers, ii. Who failed Infosys.. [1 September, 2019] and iii. Who failed Big 4 Audit Firms… [24 June, 2019] and also on TCS prove the big firms have not learned their lessons and have failed on account of Management Quality – set policies. Corporate Governance goes by the Newton’s 3rd Law.

5. IBCM Ethical OS: – NCT Delhi by adopting IBCM Ethical OS, the “only” proprietary tool capable of unlocking the “second slit” of Qualitative Management that constitutes 96% of process areas.

6. NITI Aayog: Is in superposition to guide the states and Industry to resolve the paradox of the 2047.
