The Quantum Architecture of Indian Industry – ViksitBharat@2047: Solidifying the Nucleus: A Quantum Approach to CII and FICCI

I have reached out to 26 Chief Ministers to offer IBCM Ethical OS Quantum Governance frameworks at the state level. In this Positive Approach Paper to CII, I write to Shri Chandrajit Banerjee, Director General, CII, as I have written to Ms. Jyoti Vij, Director General, FICCI.

I find CII has long served as the Proton—the stable, positive nucleus—of the Indian economic atom. CII leadership in drafting the ViksitState@2047 vision documents for Jharkhand, Uttarakhand, Bihar, and Punjab has defined the destination for our national progress. However, a critical gap remains: the industrial “engine” of over 250,000 companies—the Electron Shell—is currently operating without a unified, ethical policy core.

While the government has defined the destination, the current industrial engine remains anchored in Predictive Oversight and narrow 3-year ERP cycles. This “measurement observation” collapses the wave function of our national potential into mere quarterly profits, leaving a vast reservoir of human energy untapped.

As a Chartered Accountant and the Architect of Quantum Governance Frameworks, I am pleased to present the Positive Approach Paper: Aligning Industry with ViksitBharat@2047. This paper proposes that CII assume the mantle of the Civilizational Licensor, embedding the IBCM Ethical OS into the very fabric of state-level industrial policy.
