I have reached out to 26 Chief Ministers, offering tailored frameworks to accelerate their state’s journey on viksit-state@2047. Please find attached 2-day workshop – on IBCM Ethical OS to accelerate viksit-state@2047.
Ab initio, I want to bring to your kind attention that India’s role is described as Deep Dive rightly pointed out: Quote: “This proposal flips the script completely. It says, no, we have the superior technology, but it’s not digital technology, it’s governance technology. It’s the software of the soul.” Unquote.
By offering a 2-Day workshop to ViksitBharat@2047 I propose IBCM Ethical OS when adopted by states becomes a governance technology and a prime export earner for the Government of India.
The IBCM Ethical OS is a “Self-Correcting System” that prevents the “Dark Value” (DVR – Decelerated Value Recovery) often associated with administrative opacity. A state with an Accelerated Value Recovery (AVR) will benefit the private and public sectors.
I present below my 2-Day Workshop on IBCM Ethical OS for Viksit-state@2047 to you. The capability of these states in reaching their set targets will assure the targets set for ViksitBharat@2047. Vision documents for Viksit-State@2047 have been announced across states, yet tangible progress remains limited, as I have seen in the 26 states’ vision documents. This warrants my 2-day Workshop on IBCM Ethical OS. Hence my initiative.
Purpose
To accelerate each state’s journey toward its declared Viksit-State@2047 goals, by introducing the IBCM Ethical OS framework—a quantum governance technology that transforms vision documents into actionable strategies.
Why Now
IBCM Ethical OS provides states with a ready-to-use implementation framework to move from declaration to measurable action.

Prosperity Dashboard & Quantum Key: Tools for human-centric organizational design and real-time accountability.
Strategy Plan 2030: State-specific blueprints to reach targeted GSDP milestones by 2030.
